Fixed Imgur plugin so that it logs correctly. Also update for the SLN file to include the new Twitter plugin. And an update to the build script. This is the last checkin for v1.3.10

This is a big checkin to support workitem 16715 - the new Plugin for Twitter. This changeset entails: Factoring OAuth out of TwitPic plugin and into a separate directory. Modifying TwitPic build to reference the code in that directory. Adding in the new Twitter plugin, with references to the same oauth code.

workitem 15917 - TwitPic plugin was failing because of a change in how Twitter did its authentication. Also, an update to the Imgur plugin to allow it to chain with the Send-to-Paint.NET plugin. For example, a chaining operation is when you send an image to paint.net, then upload it to Imgur when finished editing.

This was applied; but since then, TinyPic changed their USer Agreement to be more clear that they disapprove of automated uploaders. Therefore, the SendToTinyPic plugin has since been removed from the project.

Description:
Hi

I am new to codeplex and this project, but this project seems super cool to me and will be my favorite everyday program for making screenshots.

I have made a few changes/additions to the CountdownPng plugin, which I will like to give back to the project. Hope you can use it, otherwise just throw it away :)
- Added a Countdown form to show while counting down (instead of just thread.sleep the form will be shown). The form appears at the lower right part of the screen, but when the mouse enters the form, it will jump to the upper-left part of the screen. The form is just small and shows the number of seconds left.
- Changed PdnExecutable property to use the proeprty from the send to Paint.Net plugin (I made this property public and static), as it also searches the programs folder.
- Changed order of ImageCaptured method to call paint-net after the file is properly saved and closed, otherwise Paint.Net gave an error.
